In the last reported year alone, Oxford University Innovation supported the creation of 19 new companies, while its portfolio companies raised more than £450m of investment, underlining the continuing strength of Oxfordshire's innovation pipeline.
This year, the Ellison Institute of Technology in Oxford announced plans to invest over £10 billion in talent and scientific programmes over the next decade, underpinning a major expansion of its R&D activities.
The sector revolution
Historically, Oxfordshire – and Oxford at its centre – was perceived as a creative hub, synonymous with academia, literature and great thinkers. Today the creative industries account for 10% of all inward UK FDI projects (Foreign Direct Investment in the UK’s Creative Industries Report), with Oxfordshire leading excellence in film/TV production, gaming, publishing, IT software and computing services.

Just recently, Bicester Motion submitted their 10-year investment plan to create a £1bn mobility innovation cluster, based here in the county. Oxfordshire’s thriving advanced manufacturing sector also spans engineering, life sciences, space, defence and deep tech – and is also a key player in the UK’s flourishing low carbon energy sector, generating around £69.4 billion a year.
Rooted in medicine and scientific excellence, the county is also home to one of the world’s leading innovation hubs and central in vaccine development, leading the UK's response to the COVID-19 pandemic through the development of the Oxford-AstraZeneca vaccine, one of the world's most widely deployed vaccines. Its thriving life sciences ecosystem fosters knowledge exchange and provides access to world-class research facilities.

Robotics is another incredibly important sector in Oxfordshire, an industry fast developing into a multi-billion-dollar global market. Much of the earliest pioneering work in the field was carried out in and around Oxford and the region continues to lead the way – with examples such as the UK’s Atomic Energy Authority (UKAEA) research enabling the safe decommissioning of nuclear plants, with the Robotics centre at Culham creating a unique hub of excellence where Fusion, Robotics and AI can continue to thrive.
With Culham Campus spearheading the £4.9 million nuclear robotics and artificial intelligence cluster, a powerful feature of the research and development being done in the county is the prominence of AI as a tool to make further breakthroughs, at even greater pace. Oxfordshire's AI companies are distributed across a network of innovation hubs and science parks, including Culham Campus, Milton Park, Oxford BioEscalator, Harwell Science and Innovation Campus, Oxford Centre for Innovation, ARC Oxford, Oxford Science Park and the Wood Centre for Innovation, among many others. These form part of the county's extensive innovation ecosystem, which comprises more than 100 established innovation, research and business locations.

Oxfordshire is home to the UK’s National Quantum Computing Centre (NQCC) at Harwell Science and Innovation Campus and a rapidly growing quantum cluster that has attracted more than £1 billion in funding and investment, reinforcing the county's position as one of Europe’s leading quantum technology hubs. The NQCC provides a flagship facility for academia, government and industry to harness the transformative potential of quantum computing.
In 2025, Oxford Ionics, an Oxford University spinout, agreed to be acquired by IonQ in a transaction valued at approximately $1.075 billion. The company successfully installed QUARTET (Quantum Advantage-Ready Trapped-ion Exploration Testbed), a state-of-the-art quantum computer, at the NQCC’s Harwell data centre.
